This dude- that's Maurice Noble. He did layouts for the Road Runner shorts, Duck Dodgers, How the Grinch Stole Christmas, and a lot more. He's a master at background painting.

PUPPET RIGGING PRO TIP: when planning your rigs, break them into little colored pieces based on what's gonna move! It saves from ripping your hair out when you start animating
