The 2017 version does not have the popped collar nor the sweater. The outfit feels colder and weaker. Also in the 2017 version/novel she wears a green uniform while 2003 changed it to beige pants and a green coat with a sweater. It goes a long way to look less military.
In the 2003 anime, Kino wears an oversized coat with a popped collar - unlike some oversized clothing designs in anime this makes Kino look bigger - when its closed and due to the collar she seems standoffish and tough. The coat also conceals her weapons
