A leviathan is a sea monster, originally referred to in the Hebrew bible. In Rackham’s time it was thought of as a dragon/crocodile hybrid.

The most important detail is the two headed wolf pelt. This is an adaption the imperial eagle. Roman Aquila was augmented in the middle ages, seen here with one on a Byzantine emperor's bible. It was then adopted by Ivan the Great. Wolves also have a long association with Russia.
