Closest thing I have to that in Domeworld is that above the crystaline domes of each world, there is an ocean of chaos. When the domes crack, chaos leaks in, and that's how you get dragons. Below: 4 dragons.

As for aquatic dragons there are a lot! They don't fill ALL the niches and there is competition from animals but there are diving dragons that are similar to gannets, penguin-whale dragons, deep divers, fast active hunters, river/estuary/lake dependant dragons...

Parch and Roarke are my characters from TTRPGs that came to a halt and Malron belongs to my partner from another DnD game we stopped playing.
