Most of their data locations seem pretty obvious! (Regigigas in Snowpoint, Phione in the Trophy Garden, Shaymin in Floaroma, Cresselia, Darkrai, and Arceus all in Canalave)
As for Heatran, my best answer would probably be Veilstone, since it's already a mountainous city

Page 6 of Hengoku Kingdom Volume 1 showed Arceus in his Pokefur form.
