well, that was from a story about freezing space volcanoes: Duckburs officially reject conditioners and Scrooge found an alternative from space. Johnny wasn't really happy about this and rejected to have volcano even in summer, but Jeeves bought one and made boss overheated

That's because he's a villain from the comics, specifically Italian ones. He's like Flintheart, kind of, but with a different personality and upbringing. This was his second animated appearance ever and they screwed it up again. He and Jeeves should look like this
