Well Shieldon is a defensive Pokémon, so it would be considered physically hard. With its Sturdy ability, you’d have to damage it at least twice in order to take it out.
It gets even more defensive as it evolves so I think they have a point to call ‘em “hard”

Fast Castle did reconstruction in 1987 followed corbel machicolations along as I thought it was a Hall block. But changed this when I found (in ruin painting) it led to part of a Keep which makes alot more defensive sense. So tweaked reconstruction.
