I think it's not entirely because it's hard to animate/model (after all it's disney we're talking about) I think it's because of the toys, simpler design = cheaper toys, it's sad because looking at concept art you see all the wasted potential but it makes sense

Sometimes you accidentally stumble upon a group of really small micros.

It's definitely fun to play with them like toys, so small that any amount of resistance is fully unnoticeable for the goo dragon.
Devourer is happily eating them up and stomping on them~
