Well, there are some anime that are all about T&A. Such as Senran Kagura. Or Ecchi series like High School DxD and Sister New Devil. However, Bleach is a Shonen series, not Ecchi. With Orihime, she's played by the same VA as Hinata, Yet Hinata wears more modest clothing than her.
