All the steps so far were done in Photoshop. With the art defined, I can proceed to vector it in Illustrator: pasting the jpg in a low opacity layer and using the pen tool to outline all of the shapes over it. Next, just need to color they all according to the ref!

I exported a frame of the shot in Premiere as a png. and then moved over to Photoshop. There I figured out where I want the art to go, lowered the opacity of it, and very carefully started erasing where it overlapped with the text. The white background is transparent in Premiere.
