Neev's people evolved from aquatic creatures, and his subspecies specifically is still quite well adapted to living around the water. They can hold their breaths for long periods of time, and they're excellent swimmers :)

You reminded me of that one ps2 game called 'Kamen Rider Seigi No Keifu'. Where you play as 4/5 different Riders to fight shocker in different time periods.

And it has classic RE fixed camera angles and have a slight horror feel.
