Yeah, do you remember Hotaru is NERFED SO HARD in the manga that instead of transforming into the legendary Sailor Saturn, she actually got possessed by a spirit and turned into an Otaku Ghost.
I never actually QUITE felt satisfied with her, because I just thought that I didn't quite capture a Toon-like feeling with her.
It wasn't until recently that I just sort of thought that what was missing from Toon is that she's... a cartoon for sure, but WHAT was she????
And here's a throwback! This is Toon Woman, an old robot master revamped to be a better design.
She's actually as old as Idol, Ghosty and Casino.
Back when Good Robot was ongoing I was asked to make more RMs and I was in a bad place and rushing, so Toon Woman suffered for it.
