Even though Sega acknowledged a Dreamcast era in Gens, that doesn't mean there's a separate Sonic for it. They've always advertised that the Modern design debuted in Sonic Adventure in 1998. And aside being an older art style, Dreamcast and Modern Sonic are literally the same.

Classic Sonic at least has more substantial differences in design and art style to give some merit to him being a separate incarnation. With “Dreamcast Sonic”, he literally looks no different from Modern Sonic.
