Beta Rotom:

The new Gen 4 leak included beta sprites, and also some placeholder sprites. Rotom's was about the most simple representation of an Electric/Ghost type you could possibly imagine.

an ex friend of mine taught me how to edit pictures. The first thing i EVER edited was a low quality sprite of nanako. He showed it to a p4 modding discord and someone said they would make a mod out of it if i made the sprites, but then i became independent wahmen!!!

So basically, the overworld visuals are final other than some Gym Leaders, the whole Elite 4 & Cynthia, and Legendaries sprites.
As far as battles go however, they are not quite final. While some Gym Leaders have unique sprites, most do not, and this extends to the Elite 4.
