u just kinda put the colors in it like you're coloring your sketch, but then you get rid of the sketch/work it into the painting, then instead of different layers you just kinda start coloring it IN the lighting, and as you draw you shape it more

... layer, guassian blur it,
- turn duplicated layer to add (glow), select the original shapes layer and delete that selection from the add(glow) layer to give it a glow edge and then go in with a soft eraser to make both layers a little less noticeable on the edges
