I’ve been wondering something: since pre-Covenant Arbiters were warrior-kings of Sangheili past, how were they succeeded? My main theory is that it’s just like how Mand'alors were succeeded in Star Wars, by merit. Probably a show of strength and vision is one of the criteria....
