Personally, i believe Duke Thomas counts as Robin. He was the face of the We Are Robin movement which is a very important part of the Robin legacy. He worked with The Bat-Family and the Batman of the time. He embodies the spirit and goals of the mantle.

I think they should've given Luke Fox the mantle for awhile in the MAIN title. A couple of arcs where Bruce goes away on business or something, and leaves Luke in charge. Then spin him off into his own mini, maxi, or on-going, where he's the Batman of another location.
