My two favorite antagonists in fiction are emotional fools who paid a huge price for a position that makes them miserable (but are convinced it's what they want), have anger issues and a harem of wives, and are overall nothing but pawns and scapegoats for the overarching villain.

One more thing. My first Superman comic featured Master Jailer so I’ve always had a soft spot and seen a lot of potential in this minor villain. My jaw dropped when it was revealed to be him. It’s just a brilliant way to use the character.

But then Sengoku Basara just gives him a Garo armor, a broadsword in one hand, and a shotgun in the other.
