It's also possible that this is just a coincidence since both are references to the boulders found in both games (rare in SMG2) but it wouldn't surprise me if Rock Mario was planned for SMG1 & Bowser's attack was an evil version similar to his Spin Attack.

Since Super Mario Galaxy 2 contained a lot of scrapped concepts from the first game, which idea happened first?

Was Rock Mario a powerup planned for SMG1 or was it created for SMG2 as a reference to that one attack that Bowser had?
