I need to add a point: Don't limit the Lasso tool to coloring; it's great for cellshading!

Just block your color layer/folder and start shading in a separate layer over! The tool will be using both your shading layer and the lineart layer :p

Tried Pixelover... It's... it's... hard to say. It heavily depends on how the picture was drawn. Cellshading works better.
