Iroh said it himself. Having a traumatic childhood and lack of support system doesn't make an evil and crazy person any less evil and crazy. Zuko had the same upbringing, if worse thanks to Azula's constant antagonism.
That being said, she developed a strong pride in her work and took it very seriously. Her strict upbringing led her to be very intense when it comes to her responsibilities and she tends to get angry when people don't take things as seriously as her.
Look if you're itching to write a proper "product of their upbringing" character arc for someone who is clearly an Antagonist you also need to swing it both ways
