This is Bishop Ladja from Dragon Quest V. He looks like a generic one-off villain but this man rivals Georg Weissman from Trails in Sky in terms being among the most hateable JRPG antagonists. Everything little thing he does is to invoke pure suffering onto the protagonists.

-> Whew I actually make a lot of villains/antagonists.. I suppose one of my favorite ones is Nikolas von Cainhurst. Bloodborne OC, a bastard born in Cainhurst that wants to become more than human. But alas, no matter which timeline, he is always doomed to fail.

the hinagawa twins are not exactly villains but they sure are antagonists in some capacity depending on the narrative. sometimes the antagonist is sunny, sometimes its maki and sometimes they're both just villains to each other.
