He isn't even POC coded, Arthur is literally a white guy on both sides, the Atlanteans are shown as white in the Atlantis Chronicles too. Meanwhile ever since issue one Namor has always been coded as POC or "other" by Bill Everett, "go now to the land of the white people"etc.
