The character is not from me, it's who created it.
I just made the weapon, the idea was to ~ combine a flute and an hammer with the dead child of the main monster, so by blowing into the flute, the woman could easily trick the mother to fighting for her ~

Trident Knight (BM4) pixelart done! Wanted the design to be noble, despite being so drastic. Has a trident as a weapon, and can cast strong magic.

Webbing between arms doesn't restrict movement as much as it looks and limbs below the waste are actually legs.

I don't think so, it doesn't look like noxian armor and weapon. Especially these horns on the helmets - Noxus never looks for decoration in armor/weapon, only functionality.
It's probably just another Freljord's tribe.
