@laviatte it SEEMS to have been promotional art for the original Oak's Letter event in Platinum back in 2009, but unfortunately I can quite literally only find it on Bulbapedia. My best guess is it was for the event, since its style is sorta close to the Wifi Plaza Art. best quality :(
