I wanted to buy an iPad too for drawing and in the end, i bought a Galaxy Tab S3. I doesn't have Procreate but for 300 euros, I had the full package with the stylus and there is still good apps for drawing available on android (personally I draw with IbisPaintX) (exp here)

Progress.... slow, slow progress. finished the linework cleanup then did all the flats/colors w/ a mouse b/c my hands hurt too bad to use the stylus & tablet anymore. But... my precious psycho, he slowly comes to life. Many fiddly bits and details yet but.. one day at a time.
