Add again another layer on top and put the (highlight hair strands or something XD) choose the lighter color of your base layer color and you can now draw some strands. I used dip pen soft here ^^
On a lighter note, I am glad that Vermeil in Gold, My Stepmom's Daughter Is My Ex, and Classroom of The Elite S2 all came out! Can't wait to watch these.

The reason why they could changed this palette
Mostly early palettes found at Water (Darker blue) and Ice (Lighter blue)
But they look too blend for me. It's definitely early version for Ice and Ocean/Splash.
