I have the "superior DVD" (read : 2005 release) and they still have this blue-ish hazy colors even tho it's supposed to be the superior version
I fill colors with hard pen and use SAI's airbrush and the paint brush.
Settings are the second edge shape, 0 min size, 50 density, fuzystatic 100 and no texture.

At first, make the shadow by Black.
Next, the Green 100%. It's the base Color.
After that, Make the high light gradation with Green : Gray = 8:2 .
At last, semi gloss clear coat & soft polish with Enamel thinner.
