This is 100% a thing. For movies and plays and stuff you do the same processes too. Analysis of the creative brief (scripts), mood board, sketching out the look on a face blank, and then the application which involves sculpting, painting, airbrushing - it's living art

You can try airbrushing and then setting the layer to add glow/luminosity if that's an option :0 if not you can use a normal layer, airbrush the least saturated color in the middle and most saturated on then outside (here's a bad example but it gets the point across)

but the lighting is also very harsh so i wanted to make sure it gave the same energy while also not uh... looking inappropriately dramatic or visually unpleasant from being overshaded. it's a cartoon hamster

i ended up airbrushing lightly on multiple layers until it felt right.
