The Chozo encountered by Samus earlier is not the general from the Chozo Memory, he is actually one of those who supervised the creation of the Metroids. We can see a 3D flashback of the events of SR-388 depicting him trying to escape with scientists.

it looks like they recreated a lot of the Chozo memories illustrations from Samus Returns in 3D for Dread. Which means all the metroid forms will probably be in Dread at some point if they went and made higher poly models for them
