A thought: The head dress and ribbons hanging from the shoulders reminds me of a priest. Perhaps this warrior have a different world view compared to previous Chozo Samus has encountered. I would love if #MetroidDread introduce Chozo philosophy or religion. What do you think?

Theory: The Chozo with the golden armor is the one who knows how to create the Metroids. When denying an order to create Metroids for military applications, he was betrayed. Now, he seeks to stop the general and redeem himself.

Can't tell what the name of this character is but this mysterious Chozo looks like he could be the next and last DLC character for Smash Ultimate or perhaps the next new smash game.

The Chozo encountered by Samus earlier is not the general from the Chozo Memory, he is actually one of those who supervised the creation of the Metroids. We can see a 3D flashback of the events of SR-388 depicting him trying to escape with scientists.
