One thing I've gotten used to doing with character design is to not use as much much black since it would tend to dull out other colors & rather use a very dark but saturated color that compliments or contrasts w/ the character's design. always felt that regular typhlosion always felt kinda... generic... dull... (All generations, not just the 3D ones)
Hisuian Typhlosion feels much more interesting in the design AND lore.

in order to give them brighter colours. lower exposure to neon (or magic) can result in more dull colours. The race is almost extinct, but a few individuals have survived in cryo/resurrection and now reside on an earth-like planet. They even have their own language and script!
