Lone Magikoopas appearing in other games are often said to be Kamek. Occasionally, Kamek is actually intended to be the character in question, but is called plain "Magikoopa" due to the fact that "Kamek" is also the generic name for the species in Japanese.

Everyone likes when Bowser and Jr have a father/son dynamic, but what I really want to see is more of Kamek and Bowser's weird father-ish/son-ish dynamic where Kamek is like a weird caretaker for this gigantic tyranical beast that ended up in his custody somehow

Kamek originally had an entirely blue hat without the white strip, similar to the design of Magikoopas from previous Paper Mario games. This was likely changed late in development since there is promotional artwork of him without the white strip.
