Im too used to making super saturated with bright blaring highlights, it’s def fun but for more emotional pieces it actually lessens its meaning especially this one

Try studying clothing dynamics and anatomy structure like below!

For extra effects try making a lighting layer on your layers on add or overlay that works like your shading layers, essentially the third one :]
(Not with white, a bright/saturated color for color if ya want)

the 2nd pic was the og, but official pokemon art usually is really desaturated

the head looks a lil deformed but theres nothing that the liquify tool cant fix!!!😍
make the eyelashes more flowly otherwise they'll look like the roaches in my walls
also i suggest using darker but saturated colors when shading! (make sure to slightly shift the hue)
