It might be the mask covering up Hal's eyes, and the unflattering shape. They're making the exact same scowling expression, yet Hal looks like he's waiting in line, because you can't see the depth of his scowl through the rubber flap covering 20% of his face..

It's not that the art for Hal is bad. It's great art. But the tone is wildly different. John looks like he's angry and in pain in every cover. Hal looks mildly annoyed and constipated. Even Hal's villains are more expressive than he is. WTF is up with Hal's muted expressions?
