Everytime you call some transformation hero anime "tokusatsu", you're ignoring the true examples of tokusastu anime out there. Dinosaur Expedition Born Free and Dinosaur War Izenborg. Which combine an animated cast with a world portrayed by special effects and miniatures.

Ultraman using a specium ray is a special effect, tokusatsu, because it combines hand drawn animation with live action.

Toradora is not a tokusatsu because it's animation.
