Okay, so this was a miscolouring on my part. The laces and markings on his shoes were supposed to be pure white, but they're the same colour as Nate's eye highlights.
So
This just means they're actually glow in the dark 🙏

Panda GSheps are also called Piebald German Shepherds. They're German Shepherd dogs with a fur mutation/morph, most having panda-like markings. 💚
