If you consider the Crisis tie-in comic canon, then Lyla/ Harbinger was trying to recruit the 1940's Fleischer cartoon version of Superman to be on the team to fight Crisis, but she was too late.

Lore wise, Grenar spent most of his life believing that he was born with dwarfism until one day in his 40's he wakes up finally having a growth spurt.
He never had dwarfism he was always just really short.
