I feel like it's the full cowl with white eyes/black lip and the oversized cape that's really throwing me? part of what always throws me off about Babs' designs is when they borrow too heavily from Bruce's Batman suit and I think that's what's happening here with the cape/cowl.

Thanks! It's meant to replicate this glowing effect when he uses full cowl. For whatever reason, the anime only highlights his veins while in the manga, the effect covers his whole body. As a matter of fact, the person I qrt'd showed me how to pull this off!
