@gy_sup Maybe Im wrong but I dont think the artist has the intent to hate on a specific group or gather a hate mob,for example in one of his artworks he made a joke on how iran has so many femboys and gay men since a lot of news about it come out, this is a common joke used by foreigners
@jeffwoot_alt taking a look at other drawings i would say is pretty blatant and not only examples like this picture but things like changing styles several times and in little time, putting up 2 pieces on the same day and such.

when it comes to character designing, I make sure I gather enough necessary materials online, be it from wikipedia, fashion mags or even historical encyclopedia.
For example, if I made a OC with sailor aesthetic, I would google nautical and military fashion all day
