This is Farmer Ross, another character from Patty's series. He is the series' answer to Foghorn Leghorn. Ross is a Billow Bird who has a rooster motif, as he has a rooster comb shaped turf of feathers under his hat.
I think they should retcon Zavok and replace him with Foghorn Leghorn he's way cooler
