I personally use lasso fill and G-pen for drawing hair. Lasso for basic shapes, pen for additional details

this tutorial is for Clip Studio Paint, however you can do the same in Photoshop. Theoretically you can do the same in Paint Tool Sai, but you have to apply outline later

After this acrylic pass was the digital finish, I had a scan of a blank acrylic wash I did for the background and the yellow bit is just lasso tool and fill, also the smoke. Might do stuff like that with Poscas or something next time. Who knows!
