He’s covered in hands that come from his back, his face is the only exposed area.
Stalks wooded areas, has a cloth/robe? drapped over his arms.
I’ll definitely work on him some more and try other ideas.

It's funny how in most of the major fantasy/super hero movie franchises the main Villain is usually super ripped, a giant monster, and/or outfitted in badass armor; and then we have Palpatine, who is physically frail and just wears a basic black robe with a small metal clipping.
