Taking game mechanics into consideration, It’ll take two Jumbo Cactaurs to two shot Chaos; the Final Boss of FF1.
All they need to use is 10K Needles, since Chaos has at least 20K HP. Since the attack is fixed damage, it’ll reach the damage cap regardless of Chaos’ defenses.
