I personally use lasso fill and G-pen for drawing hair. Lasso for basic shapes, pen for additional details
this tutorial is for Clip Studio Paint, however you can do the same in Photoshop. Theoretically you can do the same in Paint Tool Sai, but you have to apply outline later

Haven’t drawn it in a while but Rubrum has the “Rhamashi Eyes”. Basically when his pupil turns white he can process information way faster than even peak humans so he can learn what his opponent’s next moves could certainly be. He also uses it on special occasions to copy a move!
