There is also Gimp.

Gimp is mostly just for photo-editing, which makes it a pretty good stand-in for Photoshop if you only want to edit photos.

You can also do some digital art, although this is not Gimps forte. Much of my old digital art comes from my time with gimp.

Here is Gimp. Hes a young deathclaw that survived a landmine. But lost an arm, vision in one eye, and a bunch of spikes. Hes still in the early days of recovery. But I think he will do great here.
