the reason why modern also looks flatter despite 90s having similar "flat" looking face might be coz less facial proximity (everything looks more "spread" in modern art style)
also lineart "does" have certain effect on the drawing. It gives old art style a certain texture to it
always thought modern anime looked more shinier+flatter coz they use softer shading + palette.
old anime tends to have more darker shading (esp. in 90s OVA), and color choice tends to be more bolder
