It would be if SEGA wanted it to be. But it doesn't HAVE to be. Sonic Adventure 2 wasn't a rehash of SA1 for instance. It was it's own game with it's own identity despite sharing a similar game design formula.

Ref art for my SA1 remake vid! Beta in OG was already pretty good. We should give the player more ways to damage him, while having Beta mix together attacks faster the lower his health. He & the arena should also facilitate the use all upgrades with lots of movement.

Heroes might rank higher than the Adventures for me. While SA1+2's speed stages are generally better than Heroes, Heroes' quality is SIGNIFICANTLY more consistent considering SA1+2's alt gameplay styles, accounting for 2/3 of each game, are mid at best, shit at worst.
