After a city-wide effort to fix a Raticate infestation by frequently freezing the sewers... the surviving Raticate adapted to their situation, and gained the ice type! They still have to keep their Rattata safe and huddled in warm burrows though.

you know, Raticate is known in Japan as "Ratta," while Rattata is called "Koratta," -- 'ko-' being a prefix used to refer to the younger version of an animal
It seems weird to me, having the (non-baby) 1st-stage pokemon being called a "Ratlet" in reference to its evolved form..
