Skarmory is quite the fav but...its so hard to think anything to put on him.
So I'll go with my next favourite, Lugia. Or Shadow Lugia.
I always love using Tank Tops so I wanna see one on him! ..well, either Lugia

I actually kinda like how Skarmory looked back then, about as much as the final design.
I even went and tried to draw the GS look once.

Shame that it's too similar to be a regional variant, so I doubt we'll ever see this version of Skarmory again. :c
