The touch up can be easy/hard depending on if you know where might be lacking and how to improve them
I highly recommend the the color correctors such as the hue/saturation/tone/brightness/contrast sliders
Filter layers can be used to change the overall mood of the piece as well

Not a big fan of coloring clothes as they can depends on a lot of other factors that will impact colors you choose.
So I went very basic this time
So long as you keep the 'no same hue shadow' you should be fine.
Every subtle brush strokes counts

Remember to play with colors, so long as you don't stay on the same hue of the color wheel, your colors should look interesting enough
(Also get use to opacity lock, and clipping layers so your color doesn't spill

Recently i tried shading the overall drawing first (monochrome), then adjust hue sat light later. It's... a lot more easier to my hand 👍

The shading is not that detailed too, just enough to separate objects
